The origin of Tumen River Regional Cooperation


  Tumen River Regional Cooperation, on the initiative of UNDP, is an international project promoted by Chinese government and governments ofChina’s neighboring countries. As suggested in the report of UNDP in August, 1991, from the view of global trade structure, Tumen  River area has great development potential due to its special strategic status. It is near to two significant industrial provinces: Jilin Province and Hei Longjiang Province.Russia,North KoreaandMongoliahave rich natural resources; besides,JapanandSouth Koreahave abundant capital and technology, so the cooperation between these areas can help them complement each others with advantages, realize mutual benefits and build a convenient access to Europe.

  On October 24th, 1991, the UN formally proposed to construct an international port in Tumen River area as in Hong kong andSingapore, and planned to raise 30 billion yuan for exploration and construction. Chinese government has paid high attention to the exploration of Tumen River area. In 1992, 1999 and 2009, a series of related projects and advices have been issued to strongly promote the international cooperation and exploration, including The Planning Framework of the Comprehensive Exploration in Hun Chun, the Downstream of Tumen River, The Development Planning of Tumen River Area in China, The Planning Framework of the Cooperation and Exploration in Tumen River Area in China—Guided by the Preliminary Exploration and Opening-up in Changchun, Jilin and Tumen River,  Suggestions on Supporting the Construction of the International Cooperation Demonstration Zone in Tumen River Area (Hunchun) of China. Particularly on August 30th, 2009, The Planning Framework of the Cooperation and Exploration in Tumen River Area in China—Guided by the Preliminary Exploration and Opening-up in Changchun, Jilin and Tumen River, officially proved by the State Council, determined the general layout: to regard Hunchun as the showpiece of the “Chang Ji Tu Strategy”, Yanji—Longjing—Tumen the leading edge, and Changchun—Jilin the support. It also put forward clearly that “pilot programs” should be performed in the following three aspects: “the complementary advantages and integrated development between the border area and the interior area”, “the construction of the new international, transportation passage of land—ocean transportation”, and “the exploration of the pattern of cross—border economic cooperation in the border area”. It also proposed that it should focus on development in the construction of the following eight areas: the international free trade zone in Tumen River area, the international inland port area of Changchun and Jilin, science and technology innovation park, interprovincial international industry park, modern logistic park, eco-tourism area, top service concentration area and modern agricultural demonstration area. 

  On April 13th, 2012, the State Council approved to found “the International Cooperation Demonstration Zone in Tumen River Area (Hunchun) of China.” in Hunchun city of Jilin province, and issued Suggestions on Supporting the Construction of the International Cooperation Demonstration Zone in Tumen River Area (Hunchun) ofChina. This is significant in the revitalization of the twelfth five-year plan in Northeast China, and a major initiative to further promote the regional cooperation development in Tumen River area, which is beneficial to promote the economic and trade cooperation with China’s neighboring countries, especially with North Korea and Russia, to realize the complementing advantages and the win—win results, to explore the new way to expand and open the border areas of China, to accelerate the revival of the old industrial base in northeast China, to enhance the development of economy and society in national minority area of China's interior border area, to promote ethnic unity and stability in border areas of China.

  From the scope of planning, the planning project of 1992 centered on Hunchun City; that of 1999 centered on Yanbian Prefecture, while that of 2009 took 

“Chang Ji Tu” as the core. This is a progressive process, which reflects the continuity of the policy, and embodies the high attention of our country to the development and opening-up of Tumen River Area.
